Educator qualifications
These compare school against State rates of educators by their qualifications, who are: 1) inexperienced, 2) not in their field of qualifications, or 3) in an emergency or provisional position.
Educator equity
The Every Student Succeeds Act (ESSA) requires us to compare and address disproportion of the rates at which low-income and minority students served by Title I are taught by inexperienced educators, out-of-field educators, or educators with emergency/provisional credentials. School Poverty Levels are based on the percentage of students receiving free meals because of low income status, as their households are deemed eligible by standards set by USDA. Once schools are ordered by poverty level, they are split into quartiles. Low poverty schools would be those in the lowest quartile representing schools with the least percentage of free and reduced lunch. High poverty schools would be those in the highest quartile representing schools with the greatest percentage of free and reduced lunch. High poverty and Mid-High poverty schools have greater or equal to 47% low income enrollment.
