Educator qualifications

These compare school against State rates of educators by their qualifications, who are: 1) inexperienced, 2) not in their field of qualifications, or 3) in an emergency or provisional position.

Educator equity

The Every Student Succeeds Act (ESSA) requires us to compare and address disproportion of the rates at which low-income and minority students served by Title I are taught by inexperienced educators, out-of-field educators, or educators with emergency/provisional credentials. School Poverty Levels are based on the percentage of students receiving free meals because of low income status, as their households are deemed eligible by standards set by USDA. Once schools are ordered by poverty level, they are split into quartiles. Low poverty schools would be those in the lowest quartile representing schools with the least percentage of free and reduced lunch. High poverty schools would be those in the highest quartile representing schools with the greatest percentage of free and reduced lunch. High poverty and Mid-High poverty schools have greater or equal to 47% low income enrollment.

Inexperienced educators

What does this mean?

Percentage of teachers, principals and school-level educational officers with one year or less of experience.

How was this calculated?

Percentage is the total of educators identified to have one year or less of experience, over the total of educators.

What does this mean?

Percentage of teachers who are not licensed or State-certified for all subjects or grade levels taught.

Percentage is the total of educators identified to have not obtained State-certified credentials over the total of educators.

Educators with emergency/provisional credentials

What does this mean?

Teachers with at least a baccalaureate degree annually demonstrating active pursuit of obtaining a Hawaii teacher license and teaching in a position for which fully licensed teachers are not available.

How was this calculated?

Percentage is the total number of educators in positions provisioned for emergency credential status over the total number of educators.

What does this mean?

The rate of inexperienced educators and out-of-field educators decreased from 2017-2018 to 2018-2019, and the rate of educators with emergency/provisional credentials held steady. In 2019-2020 the rates of inexperienced educators and out-of-field educators rose to be 1% higher than the rates of 2017-2018.
